Executive Summary

  • ARC assesses that there is a neo-fascist accelerationist infiltration within the MD-DC Proud Boys chapter and that they are attending various rallies around Washington, DC, posing a significant and credible threat to society.

  • Two skullmasks were spotted at the 21 Jan 2022 March for Life Rally in Washington DC. Two days later, these same individuals were spotted at the 23 Jan 2022 the Defeat the Mandates rally with approximately a dozen Proud Boys, five of them also wearing skullmasks;

  • Attribution of these individuals to the DC-MD Proud Boys chapter and subsequent analysis of their Telegram activity suggests these individuals may be representative of a coordinated network of neo-fascist skullmasks active within the Proud Boys following the January 6th insurrection;

  • The display of tactical gear combined with the Proud Boys’ history of instigating violence, as seen by the January 6th insurrection and December 12th MAGA rally, suggests that this unit was prepared for, or possibly planning on instigating, a violent clash between protesters.
